CBSE has partially relaxed the mandatory APAAR ID submission for Classes 10 & 12. Learn what this means for schools and students for the 2025-26 session.

Automated Permanent Academic Account Registry (APAAR) IDs for students in Classes 10 and 12. This relaxation is specifically for the List of Candidates (LOC) data submission for the 2025-2026 academic session.
The move comes after the CBSE received multiple reports from schools across different states citing technical and administrative issues. The circular, dated September 9, 2025, acknowledges the challenges schools are facing in generating these unique student IDs.
The APAAR ID is a unique, specialized identification system for all students in India. It is part of the government’s
‘One Nation, One Student ID’ initiative, which is aligned with the National Education Policy (NEP) 2020.
The Board has highlighted several key benefits of the APAAR ID, including:
A unified, lifelong academic identity.
Seamless transitions between different educational levels.
Simplified credit transfer between institutions.
Easier verification for admissions and employment.
Tools for analyzing skill gaps for targeted development.
The CBSE recognized that despite the benefits, many schools faced significant hurdles in generating the IDs for their students. The circular specifically mentions several challenges, such as:
Difficulties with integrating different technical portals.
Discrepancies between student data held by the school and their Aadhaar records.
The time-consuming process required for data correction and updates.
Lack of consent from parents.
The new instructions are designed to help schools submit the List of Candidates (LOC) data on time. Schools are now directed to take the following actions:
For students without an APAAR ID due to lack of parental consent: Schools must maintain a record of the parents’ refusal. In the LOC, the entry for the student's APAAR ID should be marked as"REFUSED".
For students without an APAAR ID due to other issues: If the ID could not be generated for any other reason, such as technical problems or data mismatches, the entry should be marked as "NOGEN".
For all other students: The APAAR ID must be provided as required.
The CBSE expects these new instructions to facilitate the timely and accurate submission of LOC data. Schools are advised to contact their respective Regional Offices if they encounter any difficulties.
